In 1879, James Campbell drilled down 200 ft. and brought sweet water to the surface. This led to the expansion of the sugar industry and the rapid growth of Honolulu. Water seemed limitless and was wasted bringing on a water panic. The Board of Water Supply came into being in the 1920's. This was a systematic management of the resource. The digging of the Halawa tunnel began the day before the bombing of Pearl Harbor and was completed in 1944 in time to supply the doubled population of wartime. Since naturally available water is limited, new ideas such as desalinization and reusing wastewater have been considered."
