ADA compliance requirements for the UHM websites

A reminder from the Assistant University Librarian for Library Information Technology:

ADA compliance is legally required by the government and the University.  This email is intended to refresh your understanding of our practice. The following information is based on ITS’s announcement with statement most related to our services and content.

What content is included:

  • All public-facing content.
  • All non-public facing content (e.g. intranet content such as that within Laulima) must be compliant if it falls under these nine categories:
    • An emergency notification;
    • An initial or final decision adjudicating an administrative claim or proceeding;
    • An internal or external program or policy announcement;
    • A notice of benefits, program eligibility, employment opportunity, or personnel action;
    • A formal acknowledgment of receipt;
    • A survey questionnaire;
    • A template or form;
    • Educational or training materials; or
    • Intranet content designed as a Web page.
  • All non-web documents (PDF/Word/Excel/etc.) that are published online.
  • Social Media posts. For example, if one posts a flyer image for an event on Facebook, one must also include the full text of the flyer for the event in the posting. For limited character systems such as Twitter, the post/tweet should include a link to a page that has the full text of the flyer.
  • ScholarSpace and eVols.

What are the major conformance requirements:

  • Provide text alternatives for any non-text content - <alt>.
  • Add descriptive captions to video content or provide a link to transcripts for audio content.

Per Executive Policy EP 2.210 Use and Management of Information Technology Resource, the Library is no longer posting streaming videos that are not ADA compliant. http://www.hawaii.edu/policy/ep2.210

Library selectors are encouraged (when possible) to purchase videos that are ADA compliant.

Library Administration is working on procedures to respond to ADA compliance requests for videos in our physical collection or on Voyager with the note “Please contact sinc@hawaii.edu if you need this content in an alternative format.”
